In a bid to ensure that domestic airlines indebted to the Nigerian Civil Aviation Authority (NCAA) pay up their  debts running into billions Naira,  the regulatory body said that it would constitute a Joint Task Force to implement  the cost recovery drive of ‘no pay no service’

The Director General, Civil Aviation, Capt. Chris Najomo disclosed this today at a meeting with  Aviation Journalists under the aegis of the League of Airport and Aviation Correspondents(LAAC) at  NCAA Annex at the Murtala Muhammed Airport(MMA),Lagos.

Though the DGCA did not mention the total debts owed the regulatory body by domestic airlines, inside sources said  that the debts about two years ago  was  about N20 billion.

According to him, “A debt recovery Joint Task force shall be mandated to implement the cost recovery drive. All debtors to NCAA shall seize to receive services from the Authority on operation no pay, no service. Strict sanctions for defaulting operators.”

Najomo, who also used the meeting to make known NCAA’s Project 2024, added that   the regulatory body is committed to implementing a simplified certification/licensing system to streamline the approval process.

This, he said will be extended to other authorisations, approvals and permits and that this is a derivative of the Ease-of-Doing-Business philosophy towards encouraging growth of the aviation industry

Speaking further, the DGCA said that achieving ISO 9001 certification would demonstrate the NCAA’s commitment to providing a high level of service.

He stated that improving aviation stakeholders’ satisfaction and meeting all statutory and regulatory requirements, adding that it would highlight the NCAA’s robust quality management system.

Najomo said that NCAA aims to implement a

robust risk-based surveillance system and that it is intended to close any potential gap opened by the increased validity period of Airline Operators Certificate (AOCs) for unscheduled and scheduled operators.

This surveillance which encompasses safety, security and economic monitoring, the DGCA said will be extended to all service providers.

The DGCA said that the regulatory body is committed to enforcing the airline’s compliance with the Nig. Cars 2023 Part 19 (Consumer Protection Regulations) and also ensure that airlines provide timely care to passengers for service disruptions such as flight delays and cancellations.
