
The Nigerian Safety Investigation Bureau (NSIB) has disclosed that it will establish a dedicated Office to track the implementation of safety recommendations by operators and agencies.
He said this during a virtual media briefing yesterday .
The disclosure followed a reaction to the question whether the NSIB was comfortable with the level of implementation of the recommendations made by NSIB to operators and agencies in its accident reports.
Badeh Jr. noted that since the Bureau has no power to enforce implementation of its recommendations, it will create a dedicated Office of Safety Recommendations to track compliance by regulators and operators.
He added that newly coded recommendations across aviation, maritime, rail and road transport would improve monitoring and implementation.
The Bureau’s capabilities, he disclosed has been expanded beyond aviation as it now by train investigators for maritime and rail accident investigations.
NSIB, he also said has strengthened collaboration with agencies such as the Nigerian Railway Corporation(NRC), the Nigerian Navy, National Inland Waterways Agency (NIWA) and NIMASA to improve transport safety across the country.
Badeh Jr. frowned at the continued overwriting of Cockpit Voice Recorder (CVR) and Flight Data Recorder(FDR) after incidents,adding that it undermines accident investigations.
The Nigeria Civil Aviation Authority, (NCAA), the NSIB boss said have continued to enlightened airline operators on the need to preserving critical evidence immediately after occurrences.
On workers welfare, Badeh Jr. said the agency will implement new Condition of Service(CoS) in second half of 2026.
He added that the agency does not only want to implement CoS document but that it will also boost technical capacity in rail and maritime investigation through the already established relationship .
The document, he said is a framework which define staff rights, responsibilities and professional expectations.
He listed the major elements in the document to include: re-placement of Annual Performance Evaluation (APER) with a Performance Management System; Monthly performance engagements; Quarterly assessments, written assessments, Performance Improvement Plans where required, defined pathways for appointment and promotion, structured training and career development, revised welfare provisions and medical services and leave entitlements.
Also included in the document are : allowances, loans and staff benefits, recognition and rewards for strong performance and disciplinary procedures.
He further explained that the CoS was developed with input from relevant aviation sector unions, including National Union of Air Transport Employees(NUATE) National Association of Aircraft Pilot and Engineers (NAAPE,)and Air Transport Services Senior Association of Nigeria(ATSSSAN).
He also hinted that NSIB also intends to support the finalisation and transmission of the amendments to the NSIB Establishment Act and complete the development of inter-agency Standard Operating Procedures (SOPs) and formal agreements under the Office of the National Security Adviser (ONSA) framework.
According to him, “We plan to progress the seven ongoing investigations to conclusion and release the corresponding reports; deepen technical capacity in rail and maritime investigation through the partnerships already established; we hope to fully implement the new Conditions of Service and Performance Management System; and continue to strengthen family assistance protocols and public”.
